Jay McTighe has co-authored a book and designed a methodology with Dr. Grant Wiggins entitled Understanding By Design (UBD). In his session, Mr. McTighe will use his insight to explain how UBD fits into the Maryland assessment plan. Based on his years of experience at MSDE and as the former Director of the Maryland Assessment Consortium, Jay has first-hand knowledge on how this methodology can meet the needs of Maryland teachers.

No Child Left Behind (NCLB) has brought about an educational sea of change that has focused the attention of public educators across the country on data-driven instructional decision making with an intensity unlike any previous school reform/school improvement effort. This presentation will address the challenges we, in public education, are facing as we struggle to make instructional leadership a shared reality throughout all members of the school staff. In doing so, assessment is moving to center stage and taking on a critical new role in making NCLB a reality instead of political (and educational) rhetoric.

Coping with high-stakes assessments and the "No Child Left Behind Act" requires effective strategies that promote and support academic and social behaviors. Teachers and administrators, and therefore students, are guided in their choices by the school's set of "Norms." "Norms" are universal expectations at Ocean City Elementary School for teachers, students and administrators. The school has received state recognition over the past five years for exceptional performance and is a National Blue Ribbon School. The presenter is presently Maryland's National Distinguished Principal.

This presentation will review the data collected relating to the MMSR using the Work Sampling Scale that has been used in Maryland as a state developmental checklist for kindergartners. In addition, the presenters will discuss different ways to look at the data and the lessons learned as it relates to the 2000-2001 baseline data. New information will be shared on next steps such as the Ounce Scale and how home visitors, child care providers and head start teachers are involved in the school readiness efforts.

10:15-11:15 Are All of the Instructional Planets Aligned? The Importance of Comprehensive Instructional Alignment

This presentation uses research as a basis to emphasize the importance of aligning the curriculum, instruction and assessment, (or otherwise known as, the written, taught and tested curriculum). Research has shown that student achievement is being realized through alignment. Several studies will be sited that demonstrate the importance of each instructional component (planet) needing to be equally aligned throughout the instructional process in order to realize the gains in student achievement that can be attained through comprehensive instructional alignment. The presentation will then conclude by discussing practical suggestions at the local school and system level that must remain focus areas to assure instructional alignment in the classroom.

MBWA - A Program Evaluation Strategy was used in selected Baltimore City Public Schools during the 2001-2002 school year. Adapted from best practices for "managing by walking around" as described in business and National Staff Development Council publications, this strategy supports an administrator and/or peer coach as s/he makes informal classroom observations for evidence of program implementation and needs. In this presentation, participants will learn the stages and action steps for successfully implementing this strategy. The presentation will include anecdotal comments and feedback from colleagues who participated in this strategy.

2:15-3:15 Authentic Performance Assessment via Real Student Service Learning Projects

Discover how at-risk students in a Title One Elementary School performed real student service learning projects via hands-on economics experiences. State standards and economics outcomes were addressed through authentic school and community activities. Students noted their action plan and the human, natural, and capital resources necessary to provide goods and services. Students kept learning logs and reflections of their projects. Real world experiences showed an increase in test scores as well as an increase in students' self-esteem. As a culminating activity, a hardbound book of the students' monthly service projects was published. This program was awarded the Maryland Council of Social Studies Program of the Year in 2001.

An overview of the HOSTS (Helping One Student to Succeed) Program and how it works at Cooper Lane Academy in Prince George's County, Maryland. HOSTS is a research based, structured learning system that is aligned to state standards and create a level of accountability. It is targeted to low performing K-12 students, which incorporates community and parental involvement in reading. The HOSTS program is the one system specifically mentioned in the "No Child Left Behind Act of 2001." The presenters will describe the developmental, diagnostic, prescriptive and individualized process of this reform model.

Nationally normed standardized achievement tests provide several derived scores, such as percentiles, grade equivalents, normal curve equivalents, and stanines. Does the choice of score type substantively affect the outcome of program evaluations? Samples of actual pre- and post-test scores are analyzed using different derived scores to see if decisions change about the program evaluation. Theoretically, the choice of metric is important. Is there a practical impact of score type upon program evaluations?

All teachers play a critical role in helping students think and learn with text. The content teacher's responsibility is to help students read their textbooks and supplementary materials more effectively in order to learn the content. During this presentation, teachers will learn a variety of strategies to use before reading, during reading, and after reading. Additionally, participants will explore the reading-writing connection. Instructional strategies include but are not limited to: (a) semantic feature analysis, (b) concept circles, (c) reciprocal teaching, (d) think-alouds, and (e) questioning techniques.
